0.3.1: fix dependencies using tilde requirements, rename crate

- An update to protobuf-codegen-pure broke our build script, agh.
- To rectify this, it's now pinned to ~2.7, instead of ^2.0, to
  prevent future semver screwups.
- We also renamed the crate, so we can publish it to crates.io.
